Sheriff: Difficult Week in Patrol

The following afternoon, deputies were called to a two-car head on crash on County Road 46 near Blaine Avenue in Empire Township. The 32-year-old female driver of a Saturn Vue was killed and the male driver of the Ford Explorer was transported to the hospital with non-life threatening injuries. State Patrol assisted in the reconstruction. Responding from the DCSO were Sergeants Bruce Kammen, Jim Iliff, and Rick Schroeder, Detective Dawanna Witt, and Deputies Josh Sannes, Ryan Fitzgerald, Tom Hooper, and Bruce Lohmann.

On Saturday, June 1st, Special Duty Deputy Matt Regis, Deputy Tim Fletcher, and Park Ranger David Steinberg were patrolling the Mississippi River and traveling through St. Paul near Harriet Island. In the distance, they observed a row boat with 14 rowing club members on board that appeared to be in trouble. Apparently, the boat may have taken on water due to waves from a passing barge.

Deputies observed the boat begin to submerge and all 14 occupants go into the water. Most victims found flotation devices and were able to swim to shore. However, one did not and was struggling in the water. Special Duty Deputy Regis threw a floatable rescue rope to the man from 25 to 30 feet away and was able to pull him to safety. After the chaotic scene calmed down, it was determined that all 14 passengers were accounted for on shore. The Patrol Division recently outfitted each squad with similar rescue ropes and they have already proven their value. Great job by our water patrol!

On Sunday evening, the Parks, Lakes, and Trails Division was called to the Mississippi River in South Saint Paul north of the 494 Bridge to recover a body in the river. Sergeant Jim Iliff, Special Duty Deputy Matt Regis, Deputy Tim Fletcher, and Captains Jim Rogers and Joe Leko responded. The body was later identified as Nicholas Pacha, 19 years of age, originally of Naperville, Illinois. No foul play is suspected in this case.
